o:k this guy I meet who has a girlfriend brought me 2 b-day cards . He didn't write anything but happy birthday. Do you think he likes me? O yeah I got them a couple days after my b-day.

If he likes you, you will know it. You are reading too much into this. He HAS a girlfriend and it isn't you!
Most likely he wants to be friends. Be cool! You really don't want a guy who would cheat on someone else with you because then if he did become your boyfriend, you could never trust him.
